Basically, they said they were a "huge fan of our blog" and would like us to mention their promotion. I went to their blog and didn't see our blog appeared on their "Blogs We Love" section. So I was like, "sure, I believe you are a huge fan of our blog." I agree with you. Spending few minutes to get to know the blog or the person that you're writing to is so important. After all, we're talking about building relationships here, and I think that some people just don't get that. This reminds of an email I received from a local business.
